The object referred in this paper,is the Tenure system of middle-level cadres in Qingdao municipal office of State Administration of Taxation(SAT). Facing the outstanding contradictions and problems existed in Tax authorities for the current middle-level management,we analysis by using theoretical knowledge,such as,organizational behavior, leadership science,contingency theory,human resources management disciplines. what is more,provide the choice of delivery system to optimize the Tenure system of middle-level cadres in Qingdao municipal office,SAT. In the first place,the paper gives a brief of the concept of tenure system and its constituent elements,and point out the importance of terms of the implementation for cadres as well.
