After I gave all shapes definition and set up the lighting and shading I will continue to paint on top of the linework.

In the next step I will start painting with color on a layer beneath the linework, this will be the base color.

Note that this is not the same style of linework I would do for a comic, this one is only a map for the painting so the lines are arranged in a different way.
